The Landfill is open to the public. No material will be accepted after the closing hours due to the requirements of the Alabama Department of Environmental Management that all received waste shall be covered on a daily basis.

Department Functions / Responsibilities:

Recycling Fee Ordinance — Effective October 1, 2021

BE IT ORDAINED by the City Council of the City of Decatur Alabama as follows:

Section1. That the Code of Decatur, Alabama is hereby amended by adding a Section to be

numbered Section 19-43, which said Section reads as follows:

“Section 19-43 Recycling Fees

(a) Definitions:

The following words and terms, when used in this section, shall have the meanings respectively ascribed to them by this section, unless the context clearly indicates otherwise:

Recyclable Materials – those materials which are capable of being recycled, whether or not the materials have been diverted or removed from the solid waste stream

Recycling – any process by which materials are collected, separated, stored, recovered, or processed and reused or returned to use in the form of raw materials or products, but does not include the use of materials as a fuel, or for any use which constitutes disposal.

Responsible Party means the individual or entity responsible for the Generator’s management of Solid Waste and/or Recycling at the Generator’s Commercial Facility, Business, nonresidential property, or Special Event.

(b) In order to recover a portion of the cost of operating the Recycling Facility at the Decatur Morgan

County Landfill there is hereby established a recycling processing fee per load effective October 1,2021 as follows:

(1)Recycling loads under 500 pounds….. no charge

(2) Recycling loads 500 pounds and more….. $26 per ton

(c) The determination of whether recyclable materials are authorized to be received and processed is

in the discretion of the Landfill Director or their designee. In addition it is understood that recyclable

materials may be rejected at times by the Landfill when consequences beyond the control of the City

and its personnel prevent the processing of recyclable materials at the Recycling Facility.”

Dumping of Waste

The Landfill will not accept liquid waste or hazardous and toxic waste. This also includes oil, paints, insecticides, batteries, etc. The Landfill will accept asbestos material on a limited basis as long as it conforms to the rules and regulations set forth by the Alabama Department of Environmental Management.

All vehicles entering the Landfill shall have their waste properly covered and secured. This includes tailgates and tarps, if appropriate, to secure the load. All businesses who are frequent users of the Landfill may establish a charge account upon completion of an application and approval by the Director. Customers other than those utilizing a charge account may pay with cash, Visa, Discovery or Master Card. Checks are no longer accepted.

Mulch

Yard debris such as grass clippings, leaves, limbs, etc. are processed to provide Morgan County residents with a quality mulch that can be utilized for various landscaping projects.

Loading hours for material are Monday through Friday 8:30 A.M. to 3:30 P.M. NO LOADING on Saturday.

FREE TO THE PUBLIC: Every spring and fall, the Landfill has its annual Mulch Giveaway.

  • For your convenience, the mulch is taken to Wilson Morgan Park on Sandlin Road on the specified dates.
  • You may also come out to the Landfill at any time, if you prefer.

**Due to liability issues, the Landfill cannot load pickup trucks.**
**Please call before coming to be certain that there is mulch available.**
